Few Questions I would like answered please
First off I'd Like to know what the general opinion is on which is the best insignia for assains armor because I havee just got mine some nice new armor and I'm having trouble deciding.
Second I have heard a few people mention that there are better assassin self heals than shadow refuge, but from what I have seen this is still the best. Am I missing something?

Well shadow refuge only lasts 4 seconds, and can be dis-enchanted, of course. Try choosing a secondary with some good healing. A monk secondary can't go wrong. :P
I don't use many insignias very often, all the decent ones are extremely expensive to buy. So I don't know much.

Feigned Neutrality owns shadow refuge pretty much. Offcourse in specific situations.
I use 15 while attacking, some use health or energy. Depends on the build really.

Energy is always the one you should get if you have no idea what you need. Most sin builds are too energy-intensive. ( I use Energy insignia + +5e Daggers and 2 Attunement Runes XD)

+5e weapons for melee chars ESPECIALLY Assassins is a complete waste. When playing an assassin you want to do the most dmg you can possibly do.

And you can do more damage when you have the energy to execute the skills you need. Though I might go w/ zealous over +5 considering the possibility of double strikes.

What? Assassins need as much energy as possible to do the most amount of damage...

Between 13 CS and Zealous, energy is not hard to come by.
That being said, I do have an elemental pair of +5 energy daggers for taking on warriors, the elemental bypasses their +20 to physical, and the little extra energy helps get off one more skill to ensure killing the target, then I can switch to zealous or vampiric.
IMHO, every sin should carry one set each of vampiric, zealous and elemental. 15^50 on the first two, +5e on the last one.

best sin healing...
Way of Perfection, shadow refugee,fiegned
Way of perfection is like having Mystic vigor on a derv, since sines hit about
once to three times in a second you can actually heal off 100 damage in around 3-7 seconds

I do have Zealous daggers, it's the same +5e pair. I don't play the normal Hex/Black Spider/Black Lotus build -.-
And if you are Sin and you depend on your normal daggers to deal damage... you got to fix your build.
And 15% of 17 damage is like 2 -.-
Throw in armor and it really doesn't even matter.

best mods for daggers for [B]assassin[B]--
15% vs hexed foes for any deadly arts builds like shadow prison and of course the always popular 15^50 mod
i use either zealous or vampiric daggers, nothing else...ever =P
i always go with the armor that gives you energy and that will give you 33 energy, which should be enough for just about anything. and for pvp, the only heal i need is shadow refuge at 8 shadow arts. i get by just fine with that. in pve however, i use fiegned neutrality with dark escape and shadow refuge (also at just 8 shadow arts). use dark escape and then feigned neutrality for +80 armor and on top of that, half damage recieved. works great.

I'd suggest Infiltrator's (+10 vs Phys, +10 vs Piercing) or Nightstalker's (+15 while attacking) on your chest and leggings, the two spots that take hits most often. Your choice of the two depends on your build - if you're into darting in and out take Infiltrator's, if you're continuously in an attack chain go for Nightstalker's.
For the hands and feet, Radiant (+energy) has the virtue of being versatile. Do the math, however - if you can fire off your entire dagger chain and still have something left for emergencies then you're probably better off running Survivor (+health) instead.

Shadow Refuge's key virtue is it's low recharge - however, if you're in a position where you continuously need to heal yourself there's something deeper wrong with your team. Generally, you just want something that'll take pressure off the monk and also act as a panic button if you really get in trouble.... Feigned Neutrality, in other words.
Heart of Shadow is also underrated as a secondary self-heal. Note that it's a Shadow Step and not a teleport, which is both good (you're less likely to aggro neighbouring enemies) and bad (it won't help if you're body-blocked into a corner). If you trust your monk to stay well back, Death's Retreat can also work well.

There's no reason to run +5e daggers if you have zealous and 13+ CS.
